PLANNING AND ZONING COMMISSION
NOVEMBER 10, 2010
A Regular Session Meeting of the EAST HARTFORD PLANNING AND ZONING COMMISSION was held in the Town Council Chambers, 740 Main Street, East Hartford, Connecticut on November 10, 2010.
Call To Order
The meeting was called to order at 5:00 p.m.

Chairman Anthony Kayser declared a quorum present. Chairman Kayser stated that Peter Bonzani would be voting in place of Elaine Carey. Additionally, Chairman Kayser stated that the Commission would be voting with seven members.

SITE PLAN APPLICATION – Site Plan Application – 167 Riverside Drive, Façade modifications to a previously approved site plan application.

Upon a motion by Tom Fitzgerald, seconded by Paul Roczynski, the Commission
Voted (7-0) to approve the above Site Plan Application with the following condition:
1. In evaluating this application, the Planning and Zoning Commission has relied upon information provided by the applicant and, if such information subsequently proves to be false, deceptive, incomplete, and / or inaccurate, this permit shall be modified suspended or revoked.

SITE PLAN APPLICATION – Site Plan Application – 451 Main Street, Installation of two wall awnings and one freestanding awning to an existing bottling works facility.

Upon a motion by John Grottole, seconded by Kathy Salemi, the Commission
Voted (7-0) to approve the above Site Plan Application with the following condition:

Review of land analysis for property over one acre in the Residence Four (R-4)
zone
It was the consensus of the Commission to have staff to provide additional information on the property. The matter will be revisited at the December 8, 2010 meeting.

Discussion on potential changes to Section 702 Development Review and
Approval of the East Hartford Zoning Regulations regarding threshold
exemption
Staff reported that they were not ready. The matter will be revisited at the December 8, 2010 meeting.

Completion status of Phillips Farm Age Restricted Residential Development
Upon a motion by Paul Roczynski, seconded by Tom Fitzgerald, the Commission
Voted (7-0) to approve a second extension until May 31, 2011.

Review of Correspondence
- Letter from FEMA, U.S. Department of Homeland Security dated October 28, 2010.
~~~The Commission acknowledged the proposed changes to the flood hazard maps.

Adoption of 2011 Town Planning and Zoning Commission meeting schedule /
close out dates
Upon a motion by Paul Roczynski, seconded by Tom Fitzgerald, the Commission
Voted (7-0) to approve the meeting schedule and close out dates for 2011.

Miscellaneous
- Upon a motion by Tom Fitzgerald, seconded by Paul Roczynski, the Commission Voted (7-0) to approve the above Site Plan Modification Bond for Phase One for The Willows at 441 Main Street in the amount of $48,000.
- Upon a motion by John Grottole, seconded by Paul Tom Fitzgerald, the Commission Voted (7-0) to approve the above Site Plan Modification Bond for Phase Two for The Willows at 441 Main Street in the amount of $14,000.
- Upon a motion by Tom Fitzgerald, seconded by Paul Roczynski, the Commission Voted (7-0) to approve a correction to the Site Plan Modification Bond for 24 Leggett Street which was approved at the regular meeting of October 20, 2010 in the amount of $14,400.
- It was a consensus of the Commission that the replacement of the lower level entrance door to the East Hartford Cultural Center did not need site plan approval.
Adjournment
Upon a motion by John Grottole, seconded by John Ryan, the Commission Voted (7-0) to adjourn the meeting. The meeting was adjourned at 5:45 p.m.
